3. X X X X "In a good many respects the factors which
govern the recruitment and determine the remuneration and
other conditions to be offered to candidates of a particul-
ar class are fairly constant in whatever Colony the
officer is to be employed. Absence of co-ordination in
these matters must tend to result in inequalities of
treatment which are prejudicial to the interests of
particular Colonies and of the service as a whole X X X
some standard of adequate terms of employment should
exist.
5. X X X it has now been possible to carry out an exhaustive review of the kind of salary scales which may
be regarded as providing a reasonable career for persons recruited in this country for service in the Colonies, and
may be expected, in comparison with other avenues of
employment, to attract candidates of the type required. 6. X X X I am of the opinion that the salary scales
recently brought into force for the main branches of the
service in West Africa, as shown in the enclosed memorand-
um marked D, may be taken as a reasonable basis in fixing the salaries of officers of comparable standing employed
in Colonies outside West Africa.
8. (c) X X X By a suitable number I mean a number
which on the one hand will bear a reasonable relation to
the duties assigned to senior officers and on the other
hand will be sufficient to ensure that fully efficient
officers will be able to pass to the higher scale without
undue delay at the maximum of the lower.

X X X I have been concerned only with officers of the unified services and others of comparable status.
So far as these officers are concerned, I attach
considerable importance to the elimination of diversities of treatment as between different Colonies except in so
far as such diversities are genuinely required.
